SPRINGFIELD--Leave it to the state of Illinois to help our criminals NJOY safe sex in prison.

Illinois prisoners would be allowed to buy condoms as a way to protect against HIV under a measure backed by a House committee Mrch 4th, reported by the Chicago Tribune.

Even though sexual activity is banned in state prisons, condoms should be made available to deter HIV infections between inmates who ignore the ban, said Rep. Monique Davis (D-Chicago), the bill's sponsor.

"Safe sex is talked about every place except inside the prison," Davis said. 

The legislation has gone nowhere twice before and it still faces long odds to become Illinois law. But today four Democrats on the House Human Services Committee voted to send the measure to the full House for consideration. Three Republicans on the panel voted against.

I wanted to post this because I am curious as to how we reform our prisoners.  I'm progressive, and believe in safe sex.  NJOY NOW is the safest sex on the planet.  But sex in prison?  So our prisoners:

1.  Workout.

2.  Watch TV.

3.  Eat.

4.  Have SEX.

5.  I suspect, and have seen on TV, like OZ and The Wire, that they get drugs, and obviously cigarettes too.

This does not seem like a bad place to visit.  If you're into gay sex, it seems like a kick ass all-expenses paid holiday.  I know people that pay to visit places like this.  These are called all-inclusive resorts.

I don't want to send petty criminals to the electric chair, but can we at least take sex away?  Half of them are probably sex offenders.  I'm an Illinois resident, and the only way I could support these criminals getting access to condoms is if the State admits they cannot stop them from having sex, and this may help them from spreading diseases.  I am not totally against this, just want to think it out.

So, let's also consider things that we are wasting time and money on, as a government.  Minor drug offenses and prostitution come to mind.  Maybe we can reduce the prison population, and then the prison guards can make prison more like a prison and less like an all-inclusive for the real criminals.
